The Administrative – device management department is the unit that advises the Rector on issues related to administrative work, facilities management, website management, and communication work; coordinates with the Department of Planning and Finance to implement facilities reparation, construction issues and projects, specifically:
a) Administrative work
- Directly communicate decisions and announcements of school leaders to units and individuals throughout the school;
- Coordinate with functional units to manage, monitor and encourage the implementation of programs, work plans and task performance results of units in the university;
- Develop and organize the implementation of internal rules and regulations in order to ensure order, discipline and labor discipline in the school; coordinate with functional units in formulating plans and programs to organize conferences of cadres, officials and employees, and organize preliminary and final reviews of the academic school year;
- Advise on drafting all kinds of administrative documents, rental service contracts of 22 schools in accordance with regulations;
- Manage documents sent to and from places inside and outside of the university; issue papers according to the decentralization of the Principal, manage the school seal; ensure the legality and format of the document before submitting it to the School Leader for signature;
- Draft regular reports at the request of superiors; organizing the printing of official documents, reports, archiving and managing clerical records;
- Organize the reception and monitoring activities of delegations at home and abroad to contact the school;
- Manage the security team, organize the protection of the study and work area; school vehicle management; organize and manage the school self-defense team;
- Plan and organize the implementation of administrative reform of the school; manage the use of the E-Office System;
- Coordinate with functional units to manage, monitor and urge the implementation of the University's regulations and the results of the performance of tasks, plans, announcements of conclusions and directives of the Leaders. school; make the school's weekly work schedule;
- Update information on the school's website; receive information on the eoffice system and submit it to the School Leaders for approval for implementation;
- Advise and organize the implementation of administrative reform in the school: making administrative reform plans, inspecting the administrative reform work of the units; making reports and presiding over the school's annual PAR grading to send to competent authorities; implement the work processes and procedures; review, amend and supplement administrative work processes and procedures;
- Be in charge of the Rector's order to issue letters of introduction and travel documents to VCs, employees and students who are sent on business trips; sign certification of travel documents for officials and students to work and stay at the University;
- Synthesize reports of the units in the monthly briefing; advising on the issuance of notices on conclusion of meetings chaired by leaders as assigned;
- Manage the guest house and school properties according to regulations, arrange and serve guests to eat and stay at the University;
- Welcome guests to work, teach or cooperate with the University; arrange and guide general work for guests;
- Serve meetings, conferences, seminars, and other major holidays;
- Manage facilities of the Leaders' offices, meeting rooms, guest houses and reception rooms of the University;
b) Device administration
- Plan and implement the investment in equipment and facilities for teaching and scientific research;
- Manage all assets and facilities of the school; prepare conditions on physical facilities for common activities of faculties and schools;
- In charge of the basic construction and repair of facilities serving training, scientific research and other activities of the university; renovating facilities (including means of transport); organize and perform fire prevention and fighting work;
- Management of electricity and water in learning and working areas (base 1 and facility 2);
- Manage the entire campus of the school: toilets, sewers, green parks, other living areas, ensuring the school is green - clean - beautiful;
- Develop plans and guide units to use equipment for the right purposes and procedures; propose new procurement, liquidation and handling of damaged or unused equipment, supplies and assets managed by the unit to ensure effective use;
- Guide the implementation of asset inventory; coordinate with the Department of Planning - Finance in importing assets and comparing assets increase and decrease every three months; supervise and inspect the use of assets used by management units;
- Plan, construct, organize, deploy and manage the university's network system;
- Design, estimate, construction supervision, acceptance of works or equipment according to current regulations;
- Manage university’s lands, houses and assets; coordinate with units in the management and evaluation of the effectiveness of using facilities, assets, equipment, working facilities, teaching, learning and scientific research; inventory management of materials and equipment;
- Ensure electricity and water for school activities; propose the construction, repair, supplement, procurement of materials and equipment; procurement, supply of machinery, equipment, supplies, stationery, working and teaching tools, and fire protection and flood protection equipment;
- Participate in periodic and extraordinary asset inventory, assessment and liquidation;
- Organize the work of opening and closing classroom doors, cleaning the environment in the school premises, planting, taking care of trees and ornamental plants in the school;
- Monitor, inspect and supervise and act as the focal point for coordination to help the Rector solve the work in the process of investment preparation and investment implementation.
c) Website management, communication and brand development
- Plan and implement the establishment and development of public relations to promote and introduce the school's activities, achievements and other training products and services to further enhance the image of the school, prestige, brand, position of the school in the public and society;
- Compile, edit and organize the production of various media products to provide and introduce the image, brand, and position of the university to press, radio and television agencies. with domestic and international partners;
- Manage, develop as well as edit, process news articles, images, and update on the school's website and social media channels;
- Plan and implement the multimedia communication activities, online communication about the image, reputation, brand, and position of the school in the public and society;
- Preside over contacting and organizing the implementation and implement the communication crisis handling activities in order to limit the damage to the school's reputation, brand and position;
- Support and coordinate with specialized units in the school to develop and implement communication and event plans; introduction and activities of the school to serve the development of the school's brand;
- Manage, archive documents and make reports on communication activities, public relations of the school;
- Coordinate in organizing internal training courses, skills training sessions, specialized knowledge on communication for officials, employees, employees and students;
- Coordinate with related units to organize the implementation of outstanding activities and events for the school with the participation of the majority of staff, lecturers, and students;
d) Construction and project implementation
- Advise on the development of documents to propose investment policies and implement school development projects.
- Monitor, inspect and supervise and act as the focal point for coordination to help the Rector solve the work in the process of investment preparation and implementation of investment projects.
e) Other works
- Perform quality assurance tasks according to the functions and duties of the unit and other tasks assigned by the Principal.
